On December 4, 2019, the Quirino Memorial Medical Center (QMMC) launched free medico-legal services for individuals under investigation by the Quezon City Police District (QCPD) Station 8 in Project 4, Quezon
City. This groundbreaking initiative made possible through a P1-million fund assistance from the office of Congressman Allan S. Reyes was a major step toward ensuring equal access to justice and medical support for crime victims.
Though launched in 2019, this initiative continues to impact Quezon City’s Third District, helping those who need medico-legal examinations for police investigations and legal proceedings.
The partnership between QMMC, QCPD Station 8, and the Office of Congressman Allan S. Reyes was formalized on December 4, 2019, with the signing of a Memorandum of Agreement (MOA) at the Marilag Multi-Purpose Hall in Project 4, Quezon City.

The agreement, notarized by Atty. Andreto Teleron, was a landmark step in providing subsidized medico-legal services for the community.
A standard medico-legal examination costs at least P300, making it financially difficult for many crime victims to access the necessary documentation for legal proceedings. Since police stations do not have funds allocated for these examinations, many officers often use their personal money to assist victims.
P/Lt. Col. Tafalla emphasized that this MOA with QMMC and the financial support from Congressman Allan S. Reyes were crucial in bridging this gap.
“Police stations do not have funds to shoulder medico-legal costs, but we do what we can from our savings or even our own pockets. This MOA and the support from Congressman Reyes is a big help and motivation for our investigators and officers in the field,” he said.
According to Barangay Chairman Addatu, who also serves as the Station Advisory Council for Police Transformation and Development (SACPTD) Chair, this government collaboration was a game-changer in expediting justice. He hoped this initiative would inspire similar partnerships in other police stations across Quezon City and beyond.
Congressman Allan S. Reyes expressed his gratitude to QMMC for its dedication to serving Project 4 and District 3 residents. He also encouraged QCPD officers to continue strengthening peace and order efforts in the district. In addition to this free medico-legal initiative, Cong. Allan S. Reyes also announced a tech-voc education expansion at Marilag Multi-Purpose Hall. A third-floor facility would soon be added to benefit students and job seekers in District 3.
Though initiated in 2019, the partnership between QMMC, QCPD, and Congressman Allan S. Reyes’ office remains a model for sustainable public service. By providing free medico-legal services, this initiative has helped countless individuals navigate the criminal justice system without financial burden.
