Defines CSR-related activities as charitable programs and projects; scientific research; youth and sports development; cultural or educational promotion; services to veterans and senior citizens; social welfare; environmental sustainability; health development; disaster relief and assistance; and employee and worker welfare related related CSR activities. Allows stock corporations to retain surplus profits in excess of one hundred per cent (100%) of their paid-in capital stock to be used to definite corporate expansion or corporate social responsibility projects and programs approved by the directors. Mandates the Department of Trade and Industry to recognize and reward all business organizations for outstanding, innovative and world-class CSR-related services, projects and programs , and extend endorsement and encouragements to domestic and foreign corporations doing business in the Philippines which are candidates for recognition in international award-giving bodies for their CSR-related activities.

Declares the Philippine Merchant Academy as the National Maritime Academy with a mission of molding merchant marine professional imbued with nationalism, leadership, traits, and positive character development and excellence in their profession, and endeavor to contribute positively to society and their respective communities. Grants PMMA the academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the Constitution; to establish a National Maritime Research and Policy Center which shall engage in research for the development and advancement of the maritime industry; and to develop, design, deploy, and confer degrees as appropriate, in accordance with the Philippine Qualifications Framework (PQF) Level II to VII and covering technical-vocational education and training (TVET), undergraduate, and graduate programs in the fields of maritime and allied disciplines, among others. Mandates graduates of the undergraduate degree programs of the PMMA who will opt to work in the merchant marine industry, either in domestic or international trade, to provide a minimum of four (4) years cumulative full-time service to the government in any of its agencies or instrumentalities, including GOCCs, within ten (10) years after graduation. They shall also be commissioned as officers of the PN Naval Reserve Command with the rank of ensign and shall be called to serve by the Commander-in-Chief in times of war or national emergency.

Aims to amend some provisions of RA 10912 to make it easier for the workers and professionals affected to comply with the mandatory requirements of the CPD Law. Makes the CPD a mandatory requirement in the updating and upgrading of knowledge, skills, values and competencies of all registered and licensed professionals under the regulation of the Professional Regulation Commission (PRC). Requires all professionals to obtain forty-five (45) CPD credit units every four (4) years which shall be deemed as the compliance period. It also requires professionals covered by Mutual Recognition Arrangements (MRAs) who may wish that their profession and qualifications be internationally recognized to comply with the required CPD units as prescribed in the MRAs which shall not be less than forty-five (45) credit units. Exempts the following from CPD requirements: a.) newly licensed or registered professionals on the first renewal of their PIC within the first four (4) years after obtaining their license; b.) OFWs during their stay in a foreign country for purposes of employment; and c.) senior citizens who are not engaged in the practice of their profession, as defined under their respective regulatory laws. Mandates various government departments and agencies, and private companies, in consultation and coordination with the PRC, to establish a mechanism to provide professionals under their jurisdiction, with free or inexpensive seminars, workshops, online and similar training programs to earn CPD program credits.

Seeks to impose an optimal Motor Vehicle Road User´s Tax (MVRUT) on all types of vehicles which shall be collected from and paid by the owner of the motor vehicle; the revenues shall be used to finance road infrastructure projects of the government and the modernization of public utility vehicles and universal health care. Mandates the Land Transportation Office (LTO) to collect the Motor Vehicle User´s Tax as part of the annual vehicle registration in accordance with the set forth rates. Any registration of motor vehicles not renewed on or before the date fixed by the LTO shall be considered delinquent and invalid.

Creates a Department which shall be the primary government agency responsible for leading, organizing, and managing the national effort to reduce disaster risk, prepare for and respond to disasters, recover and rehabilitate, and build forward better after the occurrence of disasters. Provides the Department the authority to orchestrate different actors, policies and programs for disaster risk reduction and management; and to receive, administer, mobilize, report, monitor and oversee the utilization of the National Disaster Risk Reduction and Management Fund, recovery and rehabilitations funds, and donations for disaster risk reduction and management. Establishes the National Disaster Operations Center (NDOC) which is a center equipped with the necessary tools and systems to monitor, manage, and respond to disasters in the country; the Alternative Command and Control Center (ACCCs) which are command centers established in other locations to provide supplemental support to the NDOC; and the Disaster Resilience Research and Training Institute (DRRTI) which shall be a platform for providing training and for collecting, consolidating, managing, analysing, and sharing knowledge and information to improve or enhance disaster resilience. Authorizes joint operational supervision with the following: a.) (DOST) over the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Philippine Institute of Volcanology and Seismology (PHILVOCS); b.) (DENR) over the Geo-Hazard Assessment and Engineering Geology Section of the Mines and Geosciences Bureau (MGB); c.) (DOH) over the Health Emergency Management Bureau (HEMB), and d.) DILG over the Bureau of Fire Protection (BFP).

Mandates that all real properties, whether taxable or exempt, shall be valued or appraised based on prevailing market values in the locality where the property is situated, in conformity with the valuation standards adopted pursuant to this Act.

Aims to postpone the barangay and sangguniang kabataan elections on May 2020 to the second Monday of May 2023 and every one (1) year following a national and local elections. Provides that the term of office of the barangay and sangguniang kabataan officials elected in the May 2023 elections and subsequently thereafter, shall commence at noon of June 30 next following their election. States that until their successor shall have been duly elected and qualified, all incumbent barangay and sangguniang kabataan officials shall remain in office unless sooner removed or suspended for a cause. Barangay and sangguniang kabataan officials who are ex officio members of the sangguniang bayan, sangguniang panlungsod, or sangguniang panlalawigan, shall continue to serve as such members in the sanggunian concerned until the next barangay election.
